C. Goldberg, President, started the meeting at 4:32 p.m.   


Approval of the May 25, 2023 Board Meeting Minutes

Motion by A. Levison, seconded by R. Ivins, to approve the QVHD Board Meeting Minutes of the May 25, 2023 Board Meeting.

Motion to accept the minutes passed.

 

Financial Report

L. Altieri presented the monthly Financial Report and noted that QVHD received the funds and per capita from our four Towns. 

Motion by J. Donaldson, seconded by C. Lewis, to place the Financial Report on file.  

Motion passed.

 

Administrative Reports

Director of Health

L. Pantoja highlighted the following:

  • L. Pantoja attended the Commissioner’s 2023 Semiannual Directors of Health meeting 6/22/23 | CADH’s Annual meeting scheduled for 6/28/23
  • Squarespace: modern webpage in development | DOH will serve as webmaster 
  • Upcoming grants, funding allocations & applications:
    • ELC2 revisions due by January 2024 | funding period 3/1/22 – 2/29/24
    • SFY 2024 Per Capita due 7/29/23 | funding period 7/1/23 – 6/30/24
    • Immunizations Grant due 7/31/23 | funding period 9/1/23 – 6/30/24
    • Workforce Development due 8/7/23 | funding period 11/30/23 – 11/30/23 
  • CT’s Public Health Fellowship Program (PHFP) administered by Yale School of Public Health’s Office of Public Health Practice (OPHP)  
  •      Partnership between QVHD & Orange Health Department

Director of Community Programs

A.Mulvihill highlighted the following:

  • Mulvihill continues to provide Electronic Directly Observed Therapy (eDOT) for TB cases and submits monthly invoices to the Connecticut Department of Public Health TB control program for reimbursement for such.
  • QVHD is Subcontracting with DataHaven on an updated Community Health Assessment for the health district. This includes the collection and interpretation of primary data, secondary data analysis and asset mapping. We will be working closely with DataHaven on key informant interviews and focus groups.
  • Mulvihill and K. Sepulveda participated in Hamden Pride at Town Center Park. Information on overdose prevention, response, safe storage and disposal of medications, alternative pain management, COVID test kits, and stress management was provided. Staff interacted with more than 150 attendees.
  • Mulvihill encouraged the Board of Directors to review her report for a detailed description of community health activities during the reporting timeframe.

Environmental Health  

L. Fox highlighted the following:

  • Ryan Currier accepted a Sanitarian position with Aspetuck Health District (Westport/Weston/ Easton).

C. Goldberg praised Ryan for his years of service at QVHD.  The Mayor and Selectmen of our four Towns respected Ryan and  stated that he was the “Go to Person.”

Thank you Ryan for all of your years of service.  You will be missed by all.

  • An Ad for a Sanitarian was placed on LinkedIn and on the Connecticut Environmental Health Association’s web site.
  • A Tenant Union was formed in Hamden. The number of Hamden tenants joining the Union continues to increase, which results in an increase in complaints. All complaints are investigated, and any Hamden Housing Code violations observed result in legal Notice of Violations. Hamden employed a full time Housing Code Enforcement Officer in the past and the need to fill that position is needed more than ever to handle the increase in housing code complaints.  
  • It is anticipated that lead cases will increase. Connecticut has lowered and will continue each year to lower the blood lead level criteria that requires a comprehensive lead inspection.

e.  Personnel Committee – R. Ivins will work on the Parity of the Grant and Staff  policy with L. Pantoja. 

f.  Nominating Committee consists of the following members:

    Peter Sandor, Betsy Thornquist,  Roy Ivins

    Stacey Yarbrough was added tonight.

 

Motion by J. Donaldson, seconded by E. Thornquist to accept the recommendations for the Nominating Committee.
