President’s comments:
President Donaldson called the meeting to order at 4:34 p.m. and stated that the Board appreciates K. Wolujewicz, A. Mulvihill, L. Fox, L. Altieri and B. Bildstein’s efforts in supporting the Board.
President Donaldson also informed us that she will reapply for her position on the board. President Donaldson reminded members that 4 members (2-Hamden, 2-Woodbridge) will have terms that expire on June 30th and suggested that those interested in staying on the board to follow-up with their towns.
Approval of April 22, 2021 Board Meeting Minutes:
A motion was made by C. Goldberg and seconded by P. Marone to approve the April 22, 2021 Board Meeting Minutes. The motion passed unanimously.
Financial Report: L. Altieri
L. Altieri reported that the Town of Woodbridge sent in their last payment.
[J. Donaldson requested a copy of the revised budget, and it was sent out by email the next day.]
A motion was made by C. Goldberg, seconded by A. Levison to place the financial report on file. The motion passed. (S. Yarbrough abstained)
Committee Reports:
SBHC - A. Levison
A meeting was held for the SBHC. The clinics stayed open during the Pandemic to serve the students.
Cornell Scott-Hill Health Center administered first and 2nd doses of the COVID-19 vaccine at the Hamden high school.

Personnel Committee - R. Ivins
The Personnel Committee will report in the Executive Session.
FY 2021-2022 Budget:
A public hearing for the FY 2021-2022 budget was held on May 20th. No members of the public attended the meeting.
P. Marone reviewed the budget proposal that was presented at the public hearing. The town per capita will increase from $6.40 to $6.65. The State per capita will not be known until the State Budget is passed. The State per capita for SFY 2021 was $1.69. A brief overview of the anticipated revenue and expenses were discussed.
A motion was made by R. Ivins, seconded by C. Goldberg to approve the Fiscal year 2022 Budget. The motion passed. (S. Yarbrough abstained)

Contact Tracing:
We continue to see a decline in the number of COVID-19 cases within QVHD jurisdiction. Bethany and Woodbridge reported less than 5 cases per 100,000, Hamden reported 10-14 cases per 100,000 and North Haven reported 5-9 cases per 100,000 in the last two weeks.
Vaccine Clinics:
Bi-weekly COVID-19 vaccine clinics were held every Tuesday and Thursday at the North Haven Recreation Center at 7 Linsley Street. First and second dose appointments for those eligible to receive the COVID-19 vaccine were offered.
QVHD offered walk-up vaccine appointments for Moderna and J and J on May 13th, May 20th, and May 27th.
QVHD has held a total of 40 COVID-19 vaccine clinics to date and administered over 5,000 vaccines (including first and second doses).
QVHD held a walk-up COVID-19 vaccine clinic at the Keefe Community Center on Tuesday April 27th.
CTDPH data on the percent of population of all ages who have received at least one dose of the COVID-19 vaccine was shared.
COVID-19 Homebound Initiative:
QVHD administered the COVID-19 vaccine to homebound individuals in Bethany and Woodbridge on May 1st, homebound individuals in Hamden on May 11th, and homebound individuals in North Haven on May 13th.
Vaccine Equity Partnership Funding Grant (VEPF)
QVHD was awarded the Vaccine Equity Partnership Funding grant of $121,913. This is a four month grant award to perform vaccine equity work within QVHD’s jurisdiction.
Community Health - A. Mulvihill (Report placed on file)
A. Mulvihill and K. Sepulveda recorded a segment with WTNH on personal preparedness. Tips and information on how to prepare for emergencies were provided. The segment aired on WTNH during a special on hurricane season.
K. Sepulveda recorded a video with North Haven Library on safe storage and disposal of household medications. The video will air on North Haven TV.
A. Mulvihill obtained materials from the CDC on pool chemical safety use and preventing tick bites. Materials were personalized with QVHD’s info and will be distributed to pool operators and community partners.
K. Sepulveda scheduled the Change the Script van to provide outreach education at one of QVHD’s COVID-19 clinics. Resources on naloxone, mental health and substance use were provided.
S. Yarbrough mentioned the upcoming Music Under the Stars Concert Series in North Haven as a potential site for a mobile pop-up COVID-19 vaccine clinic location. S. Yarbrough, P. Sandor, and J. Donaldson offered to volunteer.
Environmental Health - L. Fox (Report placed on file)
Licensing invoices for cosmetology and pools were sent out. CTDPH issued guidelines for public pools. These guidelines addressed social distancing in public pools to minimize the risk of the spread of COVID-19.
A Sanitarian began the weekly water sample collection to test for bacteria at the Lake at Veterans Memorial Park in Bethany on May 24, 2021.
QVHD continues to share CTDPH and CDC mask guidelines with the public and businesses.
Public Health Emergency Preparedness:
No updates. QVHD plans to complete the fourth quarter program and expenditure report due at the end of the grant cycle.
Nominating Committee:
A. Levison was reappointed as Chair of the Nominating Committee. B. Thornquist, R. Ivins, P. Sandor are members of the Nominating Committee.
A motion was made by C. Lewis, seconded by C. Goldberg to approve the Nominating Committee. The motion passed. (S. Yarbrough abstained)
Executive Session:
A motion was made by C. Goldberg and seconded by B. Thornquist to go to Executive Session at 5:39 p.m. The motion passed. (S. Yarbrough abstained)
The board reported to K. Wolujewicz that we will plan to review the recommendations made during the 2020 retreat at the September meeting.
A motion was made by C. Goldberg and seconded by A. Levison to exit the Executive Session at 6:11 p.m.
