President Donaldson called the meeting to order at 4:36 p.m.
Approval of January 28, 2021 Board Meeting Minutes
A motion was made and seconded to approve the January 28, 2021 Board Meeting Minutes.
The motion passed unanimously.
Financial Report (L. Altieri)
L. Altieri presented a copy of the budget to the Board.
A motion was made and seconded to accept the budget submitted.
The motion passed unanimously.
It was noted that all the Crisis Grant money has been spent down through approved reimbursement activities/purchases for COVID-19 response activities.
QVHD will now be using the Bank of America. There are no fees and services are less expensive.

Administrative Reports
Director of Health - K. Wolujewicz (Report placed on File)
Covid-19 Vaccine Clinics:
- All QVHD staff members have been dedicated to the Covid-19 vaccine clinics. We held 23 Covid-19 vaccine clinics and administered over 3,000 vaccines to those eligible. First and second dose appointments have been offered with the Moderna vaccine, and we have had a limited quantity of the Janssen (J and J) vaccine.
- Clinics have been held every Tuesday and Thursday at the North Haven Recreation Center located at 7 Linsley Street.
- Two vaccine clinics were held at the Woodbridge Senior Center on January 29 and February 26, 2021.
- A mobile COVID-19 vaccine clinic was held on March 2 at the Thornton Wilder Center in Hamden.
- QVHD partnered with all four Senior Center Directors to identify eligible residents 55+ years of age and older and offered appointments to receive their COVID-19 vaccine at QVHD’s clinic in North Haven.
- QVHD partnered with Griffin Health on March 13, 2021 to provide a closed clinic dedicated to educators, support staff, and licensed childcare providers. We vaccinated over 300 individuals in 4.5 hours. All educators, support staff, and licensed childcare providers, within our jurisdiction, were vaccinated by mid-March.
- QVHD will continue to host clinics for other age groups as they become eligible.
- QU School of Nursing supported our vaccination efforts and contact tracing.
- K. Wolujewicz praised QVHD Staff, MRC, QU Nursing and ALL the volunteers for their dedication and time offered to make the COVID-19 vaccination rollout successful.
Funding/Grants:
The CTDPH Epidemiology and Laboratory Capacity (ELC) Funding third quarter progress report and expenditure report were submitted on March 17th.
J. Donaldson requested to view COVID-19 vaccine clinic data for the town of Hamden. She requested to review the socio-economic demographic data among vaccine recipients who have attended QVHD’s COVID-19 vaccine clinics. She inquired to view data by zip codes especially for zip code 06517.
K. Blake inquired about QVHD hosting a COVID-19 vaccine clinic at the Keefe Center.
K. Wolujewicz indicated that she will review staff resources and availability to host an upcoming COVID-19 vaccine clinic at the Keefe Center.
Community Health - A. Mulvihill (Report placed on File)
Outreach:
- A virtual presentation was held in February at the Woodbridge Senior Center on Covid-19 and current Covid-19 vaccines.
- A Covid-19 flyer was sent out to QVHD’s community on Covid-19 vaccinations.
- The difficulty of using the VAMS system was noted and a Waitlist spreadsheet was developed.
Tuberculosis:
Coordination of Tuberculosis cases continues.
School Based Health Center:
A meeting was held in the fall and a meeting will be scheduled for the spring.
Overdose 2 Action (OD2A):
K. Sepulveda provided a Naloxone - Prevention and Response to Opioid Overdose training session with the Hamden Library on March 16, 2021 via Zoom.
K. Sepulveda is the Co-chair for the Hamden/New Haven County Out of the Darkness Walk.

Public Health Emergency Preparedness (PHEP)
The Program Assistant position remains vacant. A budget revision was submitted to the PHEP regional lead to support additional hours for the part-time Public Health Nurse position.

R. Martinello at 6:06 p.m.
