President’s comments

President Donaldson called the meeting to order at 4:35 p.m.

J. Donaldson wished everyone a Happy New Year and welcomed Kyle Blake back to the Board.

 

Approval of December 10, 2020 Minutes

A motion was made and seconded to approve the December 10, 2020 minutes. 

The motion passed unanimously.

 

Financial Report (L. Altieri)

All grant reimbursements have been received.

A motion was made and seconded to accept and place the financial report on file.

 

L. Altieri is researching another bank to do business with.  She would like to choose one that we have a connection with.  She is searching for no fees, a check reader and one that is in a convenient location.

 

A letter from the Board to change banks will be required.

 

A motion was made by J. St. Peter and seconded by C. Goldberg to allow L. Altieri to seek a new bank with no fee structure.   J. Donaldson will sign the letter.

The motion passed unanimously.

 

Deferment of late fees for Food Service Renewals was requested due to the fact business owners had less than a month to send payment.

 

A motion was made by C. Goldberg and seconded by C. Lewis to institute a fee waiver and defer the due date until March 1, 2021.

The motion passed unanimously.

 

Committee Reports

Personnel Committee (R. Ivins)

Reported that the committee met to evaluate K. Wolujewicz’s performance as Director of Health of QVHD. 

 

The consensus is that K. Wolujewicz is doing a great job.

 

A motion was made by C. Lewis and seconded by A. Levison that K. Wolujewicz has successfully completed the interim period.

The motion passed unanimously.

Covid-19 Vaccine Clinics

QVHD plans to offer bi-weekly COVID-19 vaccine clinics every Tuesday and Thursday at the North Haven Recreation Center at 7 Linsley Street.

 

To date, QVHD has held three first dose COVID-19 vaccine clinics on January 21st, January 26th and January 28th. Vaccine was administered to over 300 eligible Phase 1a (healthcare personnel, medical first responders, and long-term care residents) and Phase 1b persons (individuals 75 years of age and older).

 

QVHD has established a partnership with QU School of Nursing to have the student nurses serve as vaccinators during their spring clinical experience at our COVID-19 vaccine clinics.

 

K. Wolujewicz wants to acknowledge QVHD Staff, QU Student Nurses, and MRC volunteers for their support at the COVID-19 vaccine clinics.

Community Health - A. Mulvihill (Report placed in File)

A. Mulvihill continues to work closely with K. Wolujewicz on QVHD’s COVID-19 vaccination clinics providing planning support and clinic administration on site.

 

COVID-19 testing continues to be offered by Cornell Scott Hill Health Center every Tuesday and Thursday from 8:30 am – 4:30 pm in partnership with the Town of Hamden and QVHD.

 

Stacy Wyner, APRN at the School Based Health Center @ Hamden High School was nominated for and has received the Healthcare Hero award through the Hamden Chamber of Commerce. J. Donaldson will provide Stacy with a letter of congratulations on behalf of the QVHD Board of Directors.

 

Environmental Health -   L. Fox  (Report placed in File)

 

All Environmental Health Staff have been assisting at the COVID-19 vaccine clinics.

 

The secretaries have been responding to an increase in the number of calls and emails including COVID-19 related calls and emails, complaints, and a high volume of vaccine scheduling inquiries.

 

QVHD staff responded to a complaint about a large gathering at a facility in North Haven. QVHD and the municipal designee responded to the sector rule violation and issued a warning letter and requested a corrective action plan to be in compliance with applicable sector rules and laws.

 

Septic work is still busy. Inspections have been made only in response to complaints.

 

C. Goldberg received a compliment about R. Currier.

He was kind and helpful with advice.

 

 

Public Health Emergency Preparedness

 

The part-time Public Health Emergency Preparedness Coordinator resigned. QVHD is looking to fill this current vacancy. K. Wolujewicz acknowledges Victoria Fedak for her great contribution in assisting QVHD in our mass vaccine planning efforts.

 

R. Ivins asked if we had received a request for a proposed four family apartment house that is zoned for single housing on Orchard Road in Woodbridge.

 

L. Fox will check if we received a request for soil testing.

In general, if a building has a design flow greater than 2,000 gallons per day it is required that the plan be reviewed and approved by DPH, greater than 7,500 gallons per day requires the review of DEEP. The design flow is 150 gallons per day per bedroom.

 

 

 

 

 

Other Business:

 

A Preliminary Budget will need to be prepared.

K. Wolujewicz will send a letter to each town regarding approvals from the last meeting.

The next Board Meeting will be in March.
