President’s Comments
President Donaldson welcomed Elizabeth Thornquist, Bethany’s new Board of Director member and Peter S. Sandor, North Haven’s new Board of Director member.
Approval of January 23, 2020 Regular Meeting Minutes
A motion was made by W. Kohlhepp seconded by C. Lewis to accept the January 23, 2020 minutes. The motion passed with two abstentions (A. Levison, C. Goldberg)

Business:
Audit Report for FY 2018-2019
A motion was made by A. Levison to place the audit report on file seconded by W. Kohlhepp. Voted unanimously.
Financial Report
R. Ivins suggested adding a percentage of annual budget column. A motion was made by W. Kohlhepp to place the financial report on file seconded by A. Levison. Voted unanimously. A discussion occurred regarding the past due payment from Hamden for FY 18-19.
A discussion on possible loss of revenue from COVID-19 was held. The recommendation of continued tracking of all COVID-19 related activities was proposed to highlight staff activities during the pandemic. A. Mulvihill will present this information at the April 23, 2020 meeting.
R. Ivins proposed a letter be sent to all cosmetology with license renewal applications indicating the need to renew when the restrictions are lifted and before they reopen. A motion was made by J. Solimene for QVHD to send a letter with the license renewal application to cosmetology businesses seconded by J. S. Peter. Voted unanimously.
Update of QVHD’s Involvement in the COVID-19 Pandemic
A. Mulvihill presented COVID-19 related activities, including response that the Health District has been involved in (activities placed on file).
Final Report from the Interim Director of Health
R. Matheny expressed his gratitude for the QVHD staff and their dedication to the district. R. Matheny shared that he has revised his letter of resignation and his last day as interim director of health is Friday, April 3, 2020 at 4:30 PM. A motion was made by R. Ivins to accept R. Matheny’s letter of resignation with thanks for service, seconded by W. Kohlhepp. Voted unanimously.
Search Committee Update
A second round of interviews will be held at the end of April 2020. R. Ivins asked the search committee to keep the Board of Directors informed on the Director of Health search.
Appointment of Acting Director of Health
A motion to appoint A. Mulvihill as Acting Director of Health was made by J. St. Peter and seconded by A. Levison. Voted unanimously. A. Mulvihill accepted with the request of having an additional conversation about details.

A motion to adjourn was made at 6:02 PM by B. Kohlhepp, seconded by A. Levison and voted unanimously.
