BOARD OF HEALTH MINUTES

North Haven, CT

January 28, 2016

4:30 PM

In attendance: A. Hanke; J. Donaldson; R. Wilson; C. Goldberg; R. Martinello; B. Weeks; A. Levison; J. St.Peter; K.Blake.  

Ex officio: L. Balch.  Staff: D. Culligan. Not in attendance: D. Cofrancesco; P. Marone; B. Scott-Moore; V. Gallo; R. Ivins; A. Sofair.   

 President Donaldson called the meeting to order at 4:35 p.m. She noted that she was proud to see QVHD staff at the Martin Luther King Day at Peabody Museum and commented on the creative talents of the staff. She introduced two new Board members: J. St. Peter (Alternate North Haven) and K. Blake (Alternate Hamden.)

 APPROVAL OF MINUTES

 A motion to accept the December 10, 2015 minutes made by C. Goldberg, seconded by A. Levison and accepted unanimously with a correction: Under Personnel Committee report, 3rd line, add the word “problem” before issues.

 FINANCIAL REPORT

L. Balch presented the report. She stated that on paper, the District appears in good shape. However, she noted that we experienced a cash flow issue at the end of December due to grants not being received.  

The FY 2015 Annual Audit Report is complete. L. Balch will email a copy to everyone for review to be voted on at the March meeting. She noted the following from the audit:

  • Budget was overspent by about $47,000, and with depreciation about $62,000.
  • Revenue was up by $1,000, but expenses (spread over many accounts) were up by about $9,000.
  • AT the end of FY2015, QVHD had about $193,000 in cash assets.

She further noted that this is a Union contract negotiating year. Health insurance as well as the District’s contribution to MERF (Municipal Employees Retirement Fund) have both increased. The state per capita grant decreased by about $10,000. L. Balch will present a draft budget for the next fiscal year at the March meeting.

A motion to place the financial report on file was made by C. Goldberg, seconded by A. Hanke and passed unanimously.

 There were no committee or administrative reports at this meeting.

 Prior to the start of the focus group, J. Donaldson noted that the Personnel Committee will be meeting in February. It is the intention of the committee to commence the performance review of the health director using the same format as previously, including both a Board and staff survey.

 The Greater New Haven Community Health Needs Assessment (focus group) about member towns was conducted by the New Haven Area Partnership. The focus group report will be sent to QVHD when completed.

 At 6:15 p.m., a motion to adjourn was made by J. Donaldson, seconded by J. St. Peter and passed unanimously.
